Yes! A sports bra practically straps them to your torso so as soon as they can be moved and supported by a proper bra you'll notice a difference!

Depends on the bra really. The sports bras are there for support, so they compress and stabilise, making them appear smaller. Obviously they are going to look bigger once you chuck them in a wonderbra! The underwire is going to manipulate the breast, so yes, they can look bigger, but they can also look smaller if you are dressing them down.
